CSIRO’s Decade of Solar Performance Research Paves the Way for Australia’s Energy Future.

As Australia continues its journey toward a sustainable energy future, managing the quality and efficiency of solar technology is more critical than ever. With solar power poised to play a significant role in this transition, the efforts of CSIRO’s PV Performance Laboratory (PVPL) are ensuring that Australia’s solar cells meet the highest standards of performance and reliability.

The CSIRO’s recent GenCost report confirmed that renewables remain the most cost-effective new electricity generation technology. This comes as the Federal Government has launched a $1 billion SunShot program to revitalise Australia’s solar manufacturing industry. While photovoltaics (PV) are central to Australia’s energy transition, their long-term success depends on rigorous quality and performance management—a task that CSIRO is well-equipped to handle.

Dr Chris Fell, CSIRO Principal Research Scientist and a key figure in launching the organisation’s PV research program, underscores the importance of focusing on quality, especially as Australia looks to produce a significant portion of its solar technology locally. Competing on price with imported products will be tough, but by prioritising quality, Australia can ensure the SunShot initiative’s long-term success.

A Decade of Solar Research

CSIRO’s PVPL has been a cornerstone of solar research in Australia. The lab was established to provide accurate and reliable measurements of solar cell efficiency—a task that is far from straightforward. Over the years, the lab has grown to become a world-class facility, equipped with advanced technology to test and verify solar modules’ performance.

The lab’s journey began in the mid-2000s, and by 2012, CSIRO had designed one of the world’s few PV Outdoor Research Facilities, complete with 60 testbeds for commercial-scale PV modules. In 2013, they acquired their first solar module flash simulator, and by 2015, their solar measurement ground station was recognised globally as a site for the Baseline Surface Radiation Network (BSRN).

In a significant milestone, the PVPL became the first facility in the southern hemisphere accredited to the IEC 17025 laboratory competency standard. This accreditation attests to the lab’s rigorous standards in governance, personnel, resourcing, equipment, procedures, training, and more, positioning it as a leading authority in solar performance measurement.

The National Role in Solar Research

Australia has the highest rooftop solar uptake globally, with solar now being the country’s second-largest source of renewable electricity. CSIRO’s PVPL plays a critical role in maintaining the quality of this growing sector, ensuring that solar technology is reliable and efficient.

Over the years, the lab has measured the performance of countless solar panels and verified two world records in solar cell efficiency. Their work has been instrumental in improving solar PV technology, supporting the energy transition with reliable, evidence-based research.

National laboratories like CSIRO’s PVPL are uniquely positioned to conduct this essential research, providing a trusted source of data and insights for the solar industry. Their work supports innovation, informs investment, and ensures that solar technology can stand the test of time.

As Australia looks to scale up its solar manufacturing and further integrate renewable energy into its grid, the work being done at CSIRO’s PVPL will be crucial. The lab’s focus on quality and performance will help ensure that Australia’s solar technology is not only competitive but also reliable and sustainable for generations to come.
